Mr. Moruf Akintunde Subair is a Deputy Director (Procurement) and the Head of the Procurement Department at the Lagos State Public Procurement Agency (LSPPA), the regulatory body responsible for overseeing and regulating public procurement across Ministries, Departments and Agencies in Lagos State, Nigeria. He graduated from the Federal University of Technology, Owerri (FUTO) in 1989. He began his professional career in the private sector, where he gained over a decade of practical experience before joining the Lagos State Public Service in 2000 as a Drainage Engineer with the Lagos State Ministry of the Environment. Following the establishment of the Procurement Cadre in Lagos State in 2012, Mr. Subair became one of its pioneer officers and has since played a pivotal role in the institutional development of public procurement within the State. He was appointed as the pioneer Head of the Monitoring, Enforcement and Compliance Department of the Lagos State Public Procurement Agency, a position he held from August 2015 to October 2023, during which he led the Agency’s compliance monitoring, procurement audit, enforcement, and project oversight functions. In October 2023, he was appointed Head of the Procurement Department, where he currently provides strategic leadership for procurement operations, regulatory reviews, and procurement advisory services across the State. Mr. Subair holds a Master of Science (M.Sc.) degree in Procurement Management from the University of Lagos and possesses an impressive blend of technical, project management, and procurement qualifications. He is a Fellow of the Chartered Institute of Purchasing and Supply Management of Nigeria (CIPSMN), a Member of the Chartered Institute of Procurement and Supply (CIPS), United Kingdom, a Member of the Project Management Institute (PMI), USA, and a Member of the Institute of Supply Management/Public Procurement Professional Association of India. Throughout his career, he has participated in numerous local and international capacity-building programmes on public procurement, project management, and governance organised by leading development partners and institutions, including the World Bank, the Bureau of Public Procurement (BPP), the DFID/SPARC Programme, the Rule of Law and Anti-Corruption (RoLAC) Programme funded by the European Union, and specialised training on the World Bank Procurement Framework, among several others. Over the years, Mr. Subair has led and participated in several landmark procurement reform initiatives within Lagos State. His key assignments include serving as the Lagos State Focal Person on the Electronic Government Procurement (e-GP) Project with the Bureau of Public Procurement; membership of the Nigeria Governors’ Forum Evaluation Team for the Kaduna State e-GP Software-as-a-Service (SaaS) Project; Team Lead for Procurement Process Reviews and Capital Project Monitoring; Head of the Implementation Team for the Lagos State Electronic Procurement Platform; review of procurement submissions and requests for approval instruments from Procuring Entities; and facilitation of numerous capacity-building, stakeholder sensitisation, and change management programmes designed to strengthen procurement governance and institutional compliance across the Lagos State Public Service. With over two decades of public sector experience and a distinguished career in procurement regulation and reform, Mr. Subair is widely recognised for his expertise in procurement systems development, regulatory compliance, electronic government procurement, institutional capacity building, and public sector governance. He continues to play a significant role in advancing procurement transparency, accountability, efficiency, and value for money within Lagos State’s public procurement system.
