MR. KELECHI UZOMA OBIJIAKU

Kelechi Uzoma Obijiaku is a legal practitioner and public procurement professional with extensive experience in procurement reform, regulatory advisory, and complex public sector transactions. He currently serves as a Legal Adviser and Procurement Specialist with the Lagos State Public Procurement Agency, where he plays a key role in shaping procurement policy, legal frameworks, and system-wide reforms. Kelechi first joined the Agency in 2014 and worked there until 2022, during which period he was actively involved in the transformation of procurement practice in Lagos State. He returned to the Agency in 2025, bringing with him deeper experience and a broader perspective across legal and procurement functions. During his time with the Agency, he was actively involved in the statutory review of the Lagos State Public Procurement Law and drove the reform process that culminated in the enactment of the 2021 Law. He also led the drafting of the Lagos State Public Procurement Regulations 2025, translating the law into practical procedures covering procurement planning, tendering, evaluation, contract management, and disposal. He has been directly involved in the development of several key policy instruments and guidelines, including frameworks on emergency procurement, asset disposal, SME participation, and sustainable procurement. His work has consistently focused on improving transparency, strengthening compliance, and ensuring that procurement systems deliver real value. In addition to his regulatory and reform work, he has been involved in high-value procurement and commercial transactions across multiple sectors, including concession arrangements, public-private partnership (PPP) structures, and infrastructure procurements. Kelechi holds a Bachelor of Laws from Lagos State University, a Barrister-at-Law qualification from the Nigerian Law School, a Master of Laws, and a Master of Science in Procurement Management from the University of Lagos, where he graduated with distinction. He is a certified member of the Chartered Institute of Purchasing and Supply Management of Nigeria (CIPSMN), is on course to attain the internationally recognised MCIPS designation of the Chartered Institute of Procurement and Supply (CIPS) in 2026, and is currently pursuing a Master’s degree in International Management at Rome Business School. He is widely regarded as a focused and dependable professional with a strong grasp of both the legal and operational sides of procurement. His work continues to support the development of a procurement system that is structured, transparent, accountable, and responsive to the needs of government.
