In line with the drive to streamlining the internal revenue generation of the Lagos State Government, while improving payment processes for Government Services and eliminating incidences of loss of Government revenue, His Excellency, the Governor of Lagos State, Mr. Akinwunmi Ambode has directed that all cash collections, by MDAs, into the State coffers be abolished immediately.
This has necessitated that all MDAs in the State Civil Service be integrated into the Lagos State Central Billing System (CBS). The CBS is a technology-based financial solution that allows for control and generation of electronic-invoice tied to some particular transaction.
The Lagos State Public Procurement Agency (PPA), being one of the key revenue generating MDAs has also been integrated into the CBS platform.
The implication of this integration is that no cash payment will be allowed for any Government transactions of any kind and as a consequence of this, Consultants, Suppliers, Service Providers or Business Partners of the State, that are willing to make any form of payments to the State/PPA, are expected to obtain the necessary electronic-invoice from the Finance & Accounts Department of PPA before making such payments to LASG designated Banks.
Asides making payments to the LASG designated Banks, other Channels of payments (which are also an embodiment of the CBS) are the web-pay, pay-point, USSD and other conventional on-line payments.
According to the circular issued by the Lagos State Head of Service, (Mrs Folasade Adesoye) on this matter, this new development became effective from the 1st March, 2018.
