Procurement Agency Has Enhanced Govt Transactions – Lagos HOS

The Lagos State Head of Service, Mr. Hakeem Muri-Okunola, has declared that the Lagos State Public Procurement Agency (PPA) has been playing a major role as an intermediary in the conduct of Government business, particularly in the drive towards increased accountability, competitiveness, inclusiveness and transparency in the public procurement processes of the State Government

The Head of Service, represented by Mrs. Toyin Machado-Onanuga, Director, Public Service Standards and Performance, in the Public Service Office, Office of the Head of Service, stated this at the opening ceremony of a three-day Procurement Planning Clinic organised by the Lagos State Public Procurement Agency (PPA) for Accounting Officers and Procurement Officers in the MDAs of the State, held at the Public Service Staff Development Centre (PPDC), Magodo, Lagos.

Muri-Okunola further noted that the Agency had left no one in doubt that it was fully prepared to achieve its mission “to ensure a transparent, inclusive, sustainable and value-driven public procurement system that supports the Government’s developmental goals and engenders public confidence”.

While stressing the need for the proper alignment of the Procurement Plans of MDAs with the provisions of the approved budget so that the overall goals and objectives of the State Government as envisioned in the budget can be achieved, he noted that the activities of the Agency were in tandem with the drive of the present administration in the State towards achieving a 21st-Century Economy status as contained in the six-point T.H.E.M.E.S Agenda.

The Head of Service, however, appealed to Accounting Officers and other Officials in the Procurement Planning Committees of MDAs to work in synergy with the Agency, through the Procurement Officers in the various MDAs, for the objectives of setting up the Agency as a regulatory body for public procurement to be fully achieved.

He expressed appreciation to Governor Babajide Olusola Sanwo-Olu for providing the leadership required for continued growth and development of the State.

Also speaking at the ceremony, the Chairman of the Governing Board of the Agency who is also the Commissioner for Finance in the State, Dr. Rabiu Olowo, urged Procurement Officers to work and act like core professionals in handling the procurement functions of their MDAs.

Dr. Olowo, who was represented at the occasion by Mr. Olujimi Ige, Permanent Secretary, Debt Management Office of the State, stated that a major change had just been introduced into the public procurement process in the State, stressing that all projects captured in the Appropriation Law and included in the Procurement Plan will guide  procurement process.

He further noted that the new approval process had put a greater responsibility on Procurement Officers, therefore, they must take up  the challenge as agents for positive change to fast-track the process.

Earlier, the General Manager of the Lagos State Public Procurement Agency, Mr. Fatai Idowu Onafowote, explained that the Procurement Planning Clinic is organised annually at the beginning of  the year to examine, scrutinise, review or amend the Procurement Plan of each of the MDAs  of the State with the aim of ensuring that it reflects the provisions contained in the approved budget.

The General Manager pointed out that the successful implementation of the budget substantially depends on the soundness of the procurement plans of the MDAs, noting that the preparation of documents must, therefore, be undertaken with the commitment of staff saddled with the responsibility.

Mr. Onafowote also disclosed that following the successful deployment of e-Procurement Solution Modules in the procurement processes of three Ministries in the State – Health, Education as well as Works and Infrastructure last year, the Agency was ready to deploy the Modules in nine more MDAs by the end of February 2020 to further enhance the State Government’s drive towards the ease of doing business with contractors, suppliers and service providers.

Urban Renewal Loans Available

Urban renewal, which is generally called urban regeneration (“regeneration” in the United Kingdom), “revitalization” in the United States, is a program of land redevelopment in areas of moderate to high density urban land use. Renewal has had both successes and failures. Its modern incarnation began in the late 19th century in developed nations and experienced an intense phase in the late 1940s – under the rubric of reconstruction. The process has had a major impact on many urban landscapes, and has played an important role in the history and demographics of cities around the world.

Urban renewal involves the relocation of businesses, the demolition of structures, the relocation of people, and the use of eminent domain (government purchase of property for public purpose) as a legal instrument to take private property for city-initiated development projects. This process is also carried out in rural areas, referred to as village renewal, though it may not be exactly the same in practice.

In some cases, renewal may result in urban sprawl and less congestion when areas of cities receive freeways and expressways.

Urban renewal has been seen by proponents as an economic engine and a reform mechanism, and by critics as a mechanism for control. It may enhance existing communities, and in some cases result in the demolition of neighborhoods.

Proposed Changes to the Zoning Map

Zoning describes the control by authority which designates legal areas in a municipality to permit and prohibit land uses. Zoning may specify a variety of outright and conditional uses of land. It may also indicate the size and dimensions of land area as well as the form and scale of buildings. These guidelines are set in order to guide urban growth and development.

Areas of land are divided by appropriate authorities into zones within which various uses are permitted. Thus, zoning is a technique of land-use planning as a tool of urban planning used by local governments in most developed countries. The word is derived from the practice of designating mapped zones which regulate the use, form, design and compatibility of development. Legally, a zoning plan is usually enacted as a by-law with the respective procedures. In some countries, e. g. Canada (Ontario) or Germany, zoning plans must comply with upper-tier (regional, state, provincial) planning and policy statements.

There are a great variety of zoning types, some of which focus on regulating building form and the relation of buildings to the street with mixed-uses, known as form-based, others with separating land uses, known as use-based or a combination thereof.

Similar urban planning methods have dictated the use of various areas for particular purposes in many cities from ancient times.

Transportation System Plan Proposal

Public transport (also known as public transportation, public transit, or mass transit) is a shared passenger-transport service which is available for use by the general public, as distinct from modes such as taxicab, carpooling, hired buses, and transportation network companies, which are not shared by the general public without private arrangement.

Public transport modes include city buses, trolleybuses, trams (or light rail) and passenger trains, rapid transit (metro/subway/underground etc) and ferries. Public transport between cities is dominated by airlines, coaches, and intercity rail. High-speed rail networks are being developed in many parts of the world. Most public transport runs to a scheduled timetable, with the most frequent services running to a headway (e.g.: “every 5 minutes” as opposed to being scheduled for any specific time of the day). Share taxis offer on-demand services in many parts of the world, and some services will wait until the vehicle is full before it starts. Paratransit is sometimes used in areas of low demand and for people who need a door-to-door service.

South Pressville Development Concept Plan

Urban planning is a technical and political process concerned with the development and use of land, planning permission, protection and use of the environment, public welfare, and the design of the urban environment, including air, water, and the infrastructure passing into and out of urban areas, such as transportation, communications, and distribution networks. Urban planning is also referred to as urban and regional planning, regional planning, town planning, city planning, rural planning or some combination in various areas worldwide. It takes many forms and it can share perspectives and practices with urban design.

Urban planning guides orderly development in urban, suburban and rural areas. Although predominantly concerned with the planning of settlements and communities, urban planning is also responsible for the planning and development of water use and resources, rural and agricultural land, parks and conserving areas of natural environmental significance. Practitioners of urban planning are concerned with research and analysis, strategic thinking, architecture, urban design, public consultation, policy recommendations, implementation and management.
